E-122 Cannabis Petition - Royal Commission on Cannabis

Wednesday, December 24, 2014

Dear Santa: Please tell the Parliament of Canada to remove Cannabis from the drug schedule.

Dear Santa: Please tell the Parliament of Canada to remove Cannabis from the drug schedule.

Dear Santa Claus,
cc: Members of the Parliament of Canada/Parlement du Canada
cc: The Senate of Canada

For the past 2 years i have been working on this project to get a cannabis policy statement from all Members of Parliament.   I then made a series of slides, and posted them on various websites on the internet.  This allows anyone to simply to an internet search and find each of their statements.

I have found that 95 Parliamentarians made some kind of statement in support of ending prohibition, while 139 made statements in opposition and an astounding 73 have FAILED to make a clear public statement (where it can be found on the internet).
Santa: You can review all of the statements on slideshare.
http://www.slideshare.net/samvekemans/presentations

Considering that Colorado has legalized recreational cannabis for one year now and is doing very well, it's it time to follow?

Considering that in California 'Concentrated cannabis qualifies as medical marijuana, California court rules'
 http://www.sacbee.com/news/local/article4708713.html

and Considering that in Illinois, Children will be able to get access to cannabis oil and extracts.
'Children will get access to medical marijuana in Illinois'
Under the rules taking effect next year, minors will be allowed access to medical marijuana only through such means as foods or liquid drops. Smokable pot will remain prohibited for them.
  http://www.chicagotribune.com/news/local/breaking/ct-medical-marijuana-kids-met-20141223-story.html

Why can't Canada be a LEADER for a change, and come right out and simply REMOVE CANNABIS FROM THE DRUG SCHEDULE.

Santa, Please tell all of the members of Parliament that removing cannabis from the drug schedule is the right thing todo. As the leader Niki Ashton has recommended 'Let the provinces figure it out'.

Prohibition of use of this plant is IMMORAL and UNETHICAL.

This holiday season, adults are legally allowed to drink alcohol and be 'marry' .. yet to responsibly enjoy cannabis in all of it's forms to 'be happy' is a CRIMINAL OFFENSE!

So Santa, please give each Member of parliament the gift of education, consider watching 'Clearing the Smoke: The Science of Cannabis' - YouTube www.youtube.com/watch?v=8aTbnO9I-TU  and help encourage the 95 Members of Parliament to reach out to the 139 on the other side to learn a different view, and educate those 73 parliamentarians so they can speak out to support ending prohibition. .. and remind the Conservatives the REAL conservatives support legalization - Canadian Conservatives For Legal Marijuana - www.CCFLM.ca   This is a TRILLION DOLLAR INDUSTRY that can be BIGGER THAN OIL.  It has far more uses, and help the environment too.

So as you drink yourself silly, remember that Cannabis is Safer than Alcohol. .. and that there are Billions of people around the world who can benefit from cannabis, and will look to Canada as a LEADER for being the 1st country in the world to totally remove it from the drug schedule, and let the provinces decide how to deal with it.

Thank you.
Sam Vekemans,
Victoria, BC
P.S. Yes, I have already contacted the Victoria Member of Parliament Murray Rankin, and have published his statement.  I am requesting that all Members of Parliament make a clear statement, a simple 'Yes' or 'No' on the question of "Will you support a motion to simply remove cannabis from the drug schedule?' is all that is needed.

PPS. For the Senators of Canada, in 2015 I will be contacting each and every one of you, after doing a through internet search, to see if you support prohibition or not (yes or no) and have made a public statement already.   I suspect that Governor General David Johnson will be approving of Harpers Call for an early election, and my focus will be on getting statements from candidates.  As the Senate does get the final say, and it would be better if there was known support already.  (as it's common knowledge that Canadians already want this to pass, so to not fall behind the USA)

Durham ‘buds’ into medical marijuana issue Police should know if person, company growing weed

DurhamRegion.com By Keith Gilligan Keith Gilligan

DURHAM -- Police departments should be told if a licence is issued to a large-scale medical marijuana grow op.

...

Whitby Mayor Pat Perkins said police should know if someone is growing marijuana, noting there’s one house in Whitby where the resident and a friend grow a combined 600 plants.

“I would suspect emergency services would need to know that,” she said. “It’s 600 plants in a subdivision near a school.”

She added checks and balances need to be in place so there’s no public safety issue.

Marijuana

July 18, 2016

The Liberals have created a task force to study the legalization of marijuana.  Within five months this task force will have to assess the potential legal, financial, moral and medical ramifications of legalizing the drug.

At the recent Conservative Policy Convention, we passed a resolution stating, “…in order to expand the means which law enforcement authorities have at their disposal to combat drugs and their negative impacts, particularly among young people, and to reduce the volume of judicial proceedings, we recommend that peace officers be enabled to issue tickets for simple possession of small quantities of marijuana.”

Our policy resolution is in line with recommendations from the Canadian Association of Chiefs of Police on the marijuana file. They support providing front-line officers the ability to ticket individuals found with 30 grams of marijuana or less. The Canadian Association of Chiefs of Police do not recommend the legalization of marijuana.

As a former RCMP officer, I have serious concerns about a number of issues regarding the Liberal’s promise to legalize marijuana. How are the Liberals going to address the current proliferation of illegal, unregulated marijuana dispensaries (in Vancouver, there are currently more illegal marijuana dispensaries than Starbucks locations)? How will they address the public safety issue of people driving and operating heavy equipment while high, or ensure that marijuana is kept out of the hands of children? Will they balance our international obligations regarding the legality of marijuana?

I do not have confidence in the Liberals to put forward a plan to legalize marijuana that will adequately address all of these serious concerns.  Justin Trudeau and the Liberals have made a complete mess of the marijuana issue by their failure to provide any policy coherence whatsoever.

Cannabis and Mental Health: A short essay by Sam Vekemans, Victoria BC

Cannabis and Mental Health:

A short essay by Sam Vekemans,
Victoria BC
October 26, 2014

... We create peace by leading by example, and not by force.

Legalizing cannabis will help those in need of mental help as the provincial governments don't consider counseling/therapy as 'health related' so it's not covered under the healthcare plan. Family doctors are not trained counsellors and should not be put into a position to be giving counseling advice.

Some people use alcohol and/or cigarettes to cope with their unchecked mental health issues. .... some people take on gambling, others take on buying expensive things;  Some people regress socially, and don't know how to cope, for example, a loss of a loved one.  Where the best course action is to get help, but because it's not covered (like dentistry) people don't seek the help they need.

Cannabis works, similar to how alcohol works and cigarettes, as it affects the mind, and calms it to an extent. With alcohol, it helps you to 'loosen up'. Some people drink beer after a hard days work. ..... or if a difficult family issue (kid at 16 moves out of home), some people choose alcohol. .... and that does lead to spousal and family abuse.

But having a cannabis tea or juice, or vaporized with a vape-pen can work just great.... without the abusive side effects of alcohol. ... cannabis consumption makes the user feel better inside.

Should feeling better about yourself be a crime? I don't think so.

Just like alcohol doesn't solve the problems, it just calms the mind. When individual family counselors/therapists become part of the provincial healthcare plan, I guarantee that people will use it. .... family doctors will have a list of local councilors available.

THIS IS NOT A BURDEN TO TAXPAYERS TO HELP PEOPLE.

Just like how we all recognize that physical health is important enough to pay for with the provincial system, mental health needs to be covered.

We know that the guy even asked to be jailed in BC. (google it to find the link). It's sad that in prison, counseling is available as part of a rehabilitation, but not for regular people like us.

Please take some time to understand mental health, and encourage your provincial governments to make this part of the healthcare plan. .... and of course, making cannabis removed from the drug schedule will solve a lot of problems. ..... you don't get angry with cannabis.

(i don't smoke it for fear of being fired at my place of employment, but i wish i could) .... it's safer than advil.   And the Colorado 'experiment' is working, crime rate has fallen and people are more relaxed.

An example to follow is in the Government of Saskatchewan health services plan:  Adult Community Mental Health   http://www.health.gov.sk.ca/adult-community-services

Pursuant to Standing Order 45, the House proceeded to the taking of the deferred recorded division on the motion of Mr. Rankin (Victoria), seconded by Ms. Quach (Salaberry—Suroît), — That the House: (a) recognize the contradiction of continuing to give Canadian criminal records for simple possession of marijuana after the government has stated that it should not be a crime; (b) recognize that this situation is unacceptable to Canadians, municipalities and law enforcement agencies; (c) recognize that a growing number of voices, including that of a former Liberal prime minister, are calling for decriminalization to address this gap; and (d) call upon the government to immediately decriminalize the simple possession of marijuana for personal use.

The flyer refers to a Liberal party resolution stating marijuana should be legalized because current enforcement policy “is not working.” Resources spent on enforcement haven’t stopped young people from getting access to the drug, so the party believes it’s best to focus resources on regulation and education, as is done with tobacco, to try to discourage marijuana use, said Chan, a lawyer.Sales of marijuana to young people would still be illegal, as would trafficking, under the Liberal plan.“This is about taking the criminal element out” of the marijuana business, said Chan, insisting he would not encourage people to smoke marijuana, a drug with “serious health repercussions.”

For Immediate release: Media / Announcement

VICTORIA, BC - Local resident Sam Vekemans has just about completed a project he calls 'Unschedule Cannabis for a SAFER Canada'. The project to find out the cannabis policy stance of all members of Parliament (currently 304). By doing an internet search with the terms 'marijuana' or 'marihuana', or 'cannabis' Sam says that the stance is sometimes easy to find. Many members of parliament have spoken in the House of Commons mentioning Marijuana, and he credits OpenParliament.ca a website which organizes the official parliament Hansard of everything said, which makes it easy to find.

Further, Sam has created a set of 10 Google Slideshow presentations which include a direct quote along with the MPs photo, riding and the source date, title, author (where applicable) and a direct URL for reference.
Sam has put this information as CC-0 meaning its public domain so anyone is free to use these slides in any way they wish. Currently, the slides get downloaded as .png images and uploaded to the projects blog http://unschedulecannabis.blogspot.ca and to the projects Facebook page.

He also uploads the images to MPs facebook page as well as tweets from his @Acrosscanada twitter account to the MPs. ''The best way that people can be of help is simply sharing the posts and slides to their networks so to get the information out'' Sam says that anyone is free to download and share and reuse the information.

UPDATE: The MPs statements can be found on SlideShare.  Please share across social media to get these statements known.

Cannabis: Legal like Alcohol, Cigerettes, Lettuce, Dirt or Rx Prescription Drugs? - (Please vote poll on the side)

I have come to the conclusion that with in the Cannabis community, there are basically 4 different groups.

Those who want Cannabis to be legal like alcohol.  This would imply that a 'Provincial Cannabis Bureau' be setup. (the LCBO or the BC Licqure control board)
This would be controlled by the province, and taxed and regulated.

Those who want cannabis to be legal like Cigarettes, where it can be available at stores, but need to be in a separate section, behind the counter, and an age minimum to be able to purchaise it. .. it's taxed for the province.

Those who want it legal like lettuce, where it would be available in stores. And regulated like any consumable good.

Those who want it legal like Dirt, where its not regulated. .. (although you can buy dirt)

And those who want it legal like Rx Prescription drugs. .. as it is not yet (doctors are not regularly prescribing it)

The reason why i posed this, is that there is a difference between 'decrmininalization', 'legalization'  and 'unscheduling'.
I propose simply unscheduling, and then letting the provinces decide on what they want todo.  But Unscheduling would mean that it's no longer a controlled substance, and the criminal code when reference to schedule II, would simply not apply and it would be removed.

Please vote on the side of this post, and comment below.

Thanks,
Sam Vekemans
