Mr. Speaker, it has been interesting to hear members of the NDP as well as of the government talk a lot about other jurisdictions. Yet, when I asked the parliamentary secretary if he could name a single jurisdiction where decriminalization or legalization led to a decrease in use, he was not able to name that jurisdiction. I wonder if the NDP, given that they are advocating this course, can do better. All the evidence I have read suggest that, for better or worse, there is an increase in use when we make the law more permissive, and that is only logical.

As well, with respect to the Conservative position, some members have said that we support decriminalization, which we certainly do not. We instead passed a motion, and I supported it, to have a ticketing option, to continue to have marijuana be a criminal offence, but to allow police to use a ticketing option. I would consider that a middle way that would allow for effective enforcement in a range of different kinds of situations.

I would like to know, in addition to this question about jurisdiction, if the member has thoughts on that as an option for addressing the situation we face, but also continuing to have that strong sense that marijuana really is associated with significant health problems.

“Opportunity” is a word I would like to focus on. What exactly does opportunity mean? To me, opportunity means having the freedom to accomplish all that one has ever dreamed of. It means having options available for one to succeed. Opportunity means having a good-paying job, economic stability, and the hope that tomorrow will always bring better things. Unfortunately, the Speech from the Throne by the newly minted government lacks opportunity. At a time when the world economy is fragile and families are struggling, the government appears to have its priorities not on jobs and the economy but on rhetoric and the legalization of marijuana.

The energy sector has been the greatest source of wealth creation across Canada and yet does not merit a mention in the throne speech. It is the largest employer of first nation people in Canada and yet does not merit a mention in the throne speech. It is Canada's biggest export to the world's markets and yet—everyone is sensing a trend, I am sure—does not merit a mention in the throne speech. However, marijuana does. I know that pot has been a focus for the Liberal Party both during the election and beforehand, but it should not be the focus of the government's agenda. The throne speech offers empty platitudes, not opportunity for Canada.

Some of these spaces are 850 square feet, which I can't imagine would be sufficient for a pharmacy. Then I start to think that perhaps it is in anticipation of our government's moving forward with medicinal marijuana, and they are hoping to dispense it. I don't know.

LW: I was a member of the Alberta alcohol and drug abuse commission before I became an MLA. I was on the commission for a number of years and I got to travel around the entire province and go into facilities where individuals were fighting alcohol and drug addictions. I also met with many addiction counsellors and many experts on addictions and every one of them, every scientist, every doctor told me that marijuana is a gateway to harsher drugs. I personally don’t want to see marijuana legalized in any way. The trafficking of marijuana is a serious crime and it should continue to be.

G: Have you ever consumed marijuana?

LW: No I have not, but I’ve been around people who have and I’m sure I was affected by secondhand smoke.

Thank you for taking the time to write to me with your support for the legalization of marijuana. I appreciate your interest and am heartened to see your participation in this historic conversation. I quite enjoyed reading your proposed bill – especially the element where it would be called “C-420” – and the different aspects of editing the laws currently on the books.

My first priority – and that of the Liberal Government – is to protect Canadians’ public health and public safety. We recognize that the current system is broken, and we have committed to working with health and safety experts from across the country to implement a new, more effective plan.

He said the majority of people he’s heard from are in favour of the move, but the Calgary lawyer acknowledges some concerns have been raised by Albertans about the pledge.

“They’re mostly worried about kids and access to marijuana. Well, legalizing it ensures that it’s more difficult to get,” Hehr said.

“Legalizing it makes it a regulated product, make it controlled, gets criminals out of the business … and as an added bonus, the government can raise a little revenue,” he added.

"Mr. Speaker, science has shown that marijuana is linked to serious health concerns, both mentally and physically, especially for our young people under the age of 25. Yet, the Prime Minister still insists on pushing forward marijuana legalization.

Would the Liberals admit to us that marijuana is in fact a causal factor for these illnesses and that their policies will not protect the Canadian children that we love?"

The Liberals have created a task force to study the legalization of marijuana.  Within five months this task force will have to assess the potential legal, financial, moral and medical ramifications of legalizing the drug.

At the recent Conservative Policy Convention, we passed a resolution stating, “…in order to expand the means which law enforcement authorities have at their disposal to combat drugs and their negative impacts, particularly among young people, and to reduce the volume of judicial proceedings, we recommend that peace officers be enabled to issue tickets for simple possession of small quantities of marijuana.”

Our policy resolution is in line with recommendations from the Canadian Association of Chiefs of Police on the marijuana file. They support providing front-line officers the ability to ticket individuals found with 30 grams of marijuana or less. The Canadian Association of Chiefs of Police do not recommend the legalization of marijuana.

As a former RCMP officer, I have serious concerns about a number of issues regarding the Liberal’s promise to legalize marijuana. How are the Liberals going to address the current proliferation of illegal, unregulated marijuana dispensaries (in Vancouver, there are currently more illegal marijuana dispensaries than Starbucks locations)? How will they address the public safety issue of people driving and operating heavy equipment while high, or ensure that marijuana is kept out of the hands of children? Will they balance our international obligations regarding the legality of marijuana?

I do not have confidence in the Liberals to put forward a plan to legalize marijuana that will adequately address all of these serious concerns.  Justin Trudeau and the Liberals have made a complete mess of the marijuana issue by their failure to provide any policy coherence whatsoever.
