Mr. Speaker, we are all concerned with the health of Canadians, both young and old, and we are concerned with the health risks associated with smoking.

As pertains to the issue of marijuana, however, we have lost the fight, and the current approach to marijuana is not working. Results this week have revealed that record amounts of marijuana are being used by our youth. Our government plans to implement legislation to address that so we can keep marijuana out of the hands of children and youth.

Mr. Speaker, on Wednesday, the court ruled that individuals are allowed to grow medical marijuana at home, and everyone knows that the Liberals intend to make this substance available to everyone.

I imagine that they believe it will be legal to grow cannabis in one's basement or even in one's garden, next to the carrots, tomatoes, and vegetables. If that happens, marijuana will be more accessible to children and difficult to control.

“The pricing of cannabis somewhat resembles that of alcohol and tobacco. This is a property that is consumed that can generate revenue from sales taxes. It is likely that legalize this market will generate revenue […], but what tax rate will be applied? Who will go to these recipes, I have no idea, “says economist of Laval University, tipped to occupy an economic character role in the Liberal cabinet.

He has not made an estimate of the income that could generate the legalization of drugs. Instead, it uses the figure of $ 5 billion in five years forward by the Green Party. “The current system gives us zero. So it would be between 0 and $ 5 billion, but where exactly, I have no idea, “he adds. According to him, there are still many people who do not understand the benefits of legalizing cannabis for the community. A work of “alertness and awareness” is necessary for that purpose, supports the new politician.

There is now 19 days to go before the e-18 cannabis petition expires on the Parliament website.
It's sitting at the #1 spot with over 18,428 signatures (as of writing post). 

The Draft Bill C-985/986/987/988 text document has been improved, it now includes the recommendation on the Marijuana Related Businesses, as Victoria is drafting the bylaws for it.   I also added the 10 recommendations for Edibles safety, as well as the First Nations rights that should be respected.   So I think the document is better now.
I've been emailing the MPs again with the latest version of the PDF and link to the draft text.

I have uploaded the draft text to Scribd websiteBill C-985/C-986/C-987/C-988 End Cannabis Prohibition Acts (open public draft) by Sam Vekemans

and also the document is available on GoogleDrive as a PDF, uploaded to the Facebook Group, and on Slideshare (a few times), and on Issuu.com so hopefully, more people will see it, as the keyword search is available.



I have put in hyperlinks to sources in the document, so people can find the references if they are interested.


There are now 86 MPs who have not made a cannabis policy statement yet, i have been emailing, and tweeting them, i have also been putting their statement (or lack of) as a comment on the GoogleMaps listings.  Although a bunch of MPs don't have a listing.

I've updated the Spreadsheet with more contact details, listing the Twitter profile etc.  It's interesting how only 4 MPs don't have a twitter account.  I've added the Facebook Page link, and the LinkedIN profile, as well as the Google+ profile.  It's interesting to see that many MPs don't have all of the basic info filled in.

I have written to the Victoria City council, about the edibles regulations.  And some responded to thank me for the info.
I created a YouTube playlist of the videos from the Medical Marijuana Related Business Bylaws creation process.



The next steps is to continue to email the MPs with the latest version of the Draft Bill, so they will get the info they need, as well as the Senators.   Once i get a new printer, i'll be printing a hard copy of the document, and fix up the page layout and find more corrections needed.   I'll send the Cabinet MPs and Senators a hard copy of the document, but this time, include a return envelope that is stamped and include my address on it, so then they could write on the document their recommendations and send it back to me.   Perhaps if i include actual postage stamp on it, they will take notice?  Maybe.

I'll also be drafting the next e-petition, so then it's ready to get support.  Perhaps Murray Rankin would sponsor it, if it's written correctly?  Maybe.

Thank you for emailing Jean-Claude in regards to his position in terms of whether he supports or not the legalization of cannabis.

Contrary to the conservatives, the liberals believe that legalization—not simply decriminalization—is the best way to keep marijuana out of the hands of children, prevent the proceeds from funding criminal activities, and reduce the negative health impacts. The Conservatives’ approach to marijuana is failing our children. A recent World Health Organization report revealed that Canada has the highest teen usage of marijuana amongst the countries surveyed. The system is clearly broken.

The Liberal solution is clear: If we pass smart laws that tax and strictly regulate marijuana, we can better protect our kids, while preventing millions of dollars from going into the pockets of criminal organizations and street gangs.
Both the Conservatives and the NDP promote decriminalization only, but that is not the answer. Decriminalization keeps production and distribution in the hands of gangs, doing nothing to keep it out of the hands of children or protect Canadians’ public safety concerns, and still allows gangs to continue collecting the proceeds.

Hence, on behalf of the Liberal Party of Canada, thank you for influencing our policy position on the legalization of marijuana.

Let us take a look at the drug problems faced by our regions. More specifically in my riding, about one year ago, a mayor told me he was going to take his combine and run it through the fields of his 50 or so local clients. He asked me to guess in how many of these 50 fields traces of marijuana could be found; there were 45. That is insane. At a time when we are confronted with this renewed increase in marijuana production, a decision is made to move the RCMP out of our regions. I do not understand the rationale behind that, I do not understand it at all.

I also mentioned the 10 border crossings in my riding. A few years ago, a U.S. congressional committee, namely the Judiciary Committee’ssubcommittee on drugs, toured border crossings, and I met with its members. At the end of our discussion, the congressmen asked me this little question that said it all, “What about your Quebec gold?”

Clearly, the Americans are very aware of the fact that there are individuals in our regions who grow marijuana with total impunity. That does not make any sense.

Fraser noted that he is completely in agreement of the proposed government policy to legalize marijuana, which is currently in the stage of public input. “If you are looking at it from a social, policing or economic perspective, legalization makes sense. During an appearance on NTV’s Issues & Answers, Liberal MP-elect for St. John’s East Nick Whalen offered insight into his party’s promise to legalize cannabis, a plan that Whalen said is, “an important thing to do.”

“Justin Trudeau has said that’s it’s not going too happen immediately, it’s going to take time.” Whalen said. “I can’t see this happening in a short time period, but i see it hopefully as something that can happen within a first term.”

Whalen said cannabis legalization will take time to ensure the government can look at issues surrounding regulation, such as how sales will be taxed.

“Each province is responsible for the civil law and the sale of goods and services in their district, so they’re going to have to be involved there,” said Whalen. “Will it be federal and provincial taxes? Will it just be provincial taxes? There’s so many nuances.”

According to Whalen, under cannabis legalization law enforcement will need to look at new issues, such as the illegal importation and sale of cannabis, similar to tobacco and alcohol, but will ultimately be better utilized compared to the current situation.

“Police services have been wasting a lot of money on something which has essentially become a norm in society,” Whalen said. “It’s not really considered to be that serious of a crime.”

One of Whalen’s main points on the slow implementation of cannabis legalization was cutting out organized crime from transitioning into legitimate players within the new framework.

“If we were going to decriminalize it immediately those distribution networks would continue to exist and would probably be the largest beneficiaries of an immediate change,” Whalen said. “We want to make sure that it’s not a situation where the bootleggers, the rumrunners of the drug trade, get all the benefits from legalization – it needs to be the state.”
