issue of putting the public interest at risk is an idea that is not
explained in the bill. Then there is the issue of serious criminality.
We will recall that the Conservatives talk about serious criminality in their bill. The hon. member for Toronto—Danforth
just mentioned the fact that having six marijuana plants would lead to
imprisonment of six months or more and that the Conservatives could
consider that serious criminality. I am sorry, but in Canada, the vast
majority of the population does not consider having six marijuana plants
to be a major crime. People expect there to be some tolerance in that
respect. In that sense, this bill lacks balance.

I listened closely to the member for Winnipeg North[1]. He continually says to all of us that he wants to see a stronger piece of legislation, a stronger justice system, that would ensure individuals who commit serious crimes and are not Canadian citizens are not allowed to stay in our country once they have served their time in jail.
The member liked listening to some of the witness at committee because they indicated they supported his perspective. One of our witnesses, Ms. Rosenfeldt, provided a passionate and detailed and descriptive understanding of why the bill should pass. The member's favourite piece to talk about is the trafficking of marijuana and how we could ever think that anyone who grows six plants would be trafficking. Ms. Rosenfeldt gave us a detailed description of how much trafficking an individual could do with that much marijuana. Nonetheless, the member for Winnipeg North was not prepared to listen then, and unfortunately it sounds like he and his party are not prepared to listen today.

Re:Mandatory Minimums and the loss of integrity. - 2010/05/05 15:30 Well Mr. "Anonymous", if I understand your comments anyone who doesn't agree with you is the "pawn" of somebody else, and that if Mr. Dykstra doesn't agree with you then he is not representing his constituents? Well, there are a lot more people in St. Catharines than just you. In fact there are people in St. Catharines who's opinions lie across the spectrum on this issue and you are welcome to express your views.
Bill C-15 will be re-introduced in the Senate in due course. As the bill has not been introduced yet we really can't comment at this point on whether there will be an exemption for small quantities for personal use. I find it hard to understand how 200 plants in someone's basement can be for personal use, so the amendment to the previous bill was clearly off balance.
The bottom line is this:
- Our Government will continue to crack down on crime and ensure the safety and security of our communities by introducing new laws that target gang violence and organized crime.
- Drug trafficking and drug production is without a doubt the most significant source of illicit money for organized crime groups.
- Drug producers and dealers who threaten the safety of our communities must face tougher penalties. Our message is clear: if you sell or produce drugs, you’ll pay with jail time.
That is our position. Clearly you have a different opinion.

"It is now a multi-billion-dollar criminal activity," he said outside the meeting. "It's going to take a co-ordinated response and if we don't do it the Americans are going to do it for us."
Mr. Duncan also called on the B.C. government to take a clear stand on the issue of safe-injection sites.
Proponents want to set up safe-injection sites in Vancouver's drug-infested Downtown Eastside in an effort to reduce overdose deaths and the spread of HIV and other diseases.
"Safe injection sites require the police to turn a blind eye to people walking in with heroin, cocaine, et cetera," Mr. Duncan said. "What is the provincial position on this?"

(He later recanted and pledged full support for legalization and regulation, because God forbid people in the same party should be seen publicly disagreeing over minor policy issues.)

NDP MP Matthew Dubé, the chair of the youth caucus and the party's youth critic, said New Democrats want to make young people feel like they are part of the conversation.
The party plans to propose youth-specific policies, such as a tax credit for companies that hire young people, and develop new ways to reach out to young voters — especially those who aren't on campus. In the months ahead, Dubé said the party will replicate Obama's fireside hangouts on Google+ as a way of branching out.
With so many young NDP MPs, Dubé said young people know the party is speaking their language when it comes to the Middle East, women's rights in Afghanistan, and changing the electoral system.
"We're all cut from the same cloth generationally and that is definitely a plus for us."

I have a question for all the witnesses. Mr. Paulson may also want to answer.
Several members raised the issue of the legalization of marijuana. I think the government is beginning to realize that there is a difference between an electoral commitment and actually changing the laws involved. There is a certain vagueness at the moment, no matter what your opinion is on this topic, and this is causing a problem with regard to your work. We need some concrete action and more information as to the direction the government is going to take. Would you say that is an accurate statement? That seems to be the gist of your comments.

NDP MP Matthew Dubé, the chair of the youth caucus and the party's youth critic, said New Democrats want to make young people feel like they are part of the conversation.
The party plans to propose youth-specific policies, such as a tax credit for companies that hire young people, and develop new ways to reach out to young voters — especially those who aren't on campus. In the months ahead, Dubé said the party will replicate Obama's fireside hangouts on Google+ as a way of branching out.
With so many young NDP MPs, Dubé said young people know the party is speaking their language when it comes to the Middle East, women's rights in Afghanistan, and changing the electoral system.
"We're all cut from the same cloth generationally and that is definitely a plus for us."

We are talking about plant physiology and how farmers or how producers are going to have to change things so that they can regulate to find out exactly how much presence of effective chemical there is going to be. Backyard pot growers and people raiding their gardens, all of these other sorts of things are taking place.
However, if we look at the Colorado experience, right now, one of the key things they are looking at is acute marijuana intoxication in children. The key component there is that people are normalizing the use of it and then putting the chemicals into brownies and gummy bears and so on, so that a child does not know what it is that they are getting. By doing this normalization, I see that we are creating so many other issues.
Could the member speak somewhat about how they are going to regulate and protect those families and those children who are going to be subject to these things when all of this is free and normalized?

Our Government has no intention of legalizing or de-criminalizing marijuana. We do not believe marijuana is a harmless substance. A recent study from researchers at King’s College and Duke University found that chronic marijuana use has a direct impact on the intelligence, memory and attention span of young people. In addition, the production and trafficking of illicit drugs is a the most significant source of money for gangs and organized crime.
We are targeting those who would exploit the addictions of others and we will continue to do so going forward.

Mr. Speaker, the member's speech certainly was interesting. I know that we will have a lot of things to talk about when, finally, the legislation comes.
