Lobb says new law will save taxpayers money, but illegal for patients to grow it.

(Regional) - The MP for Huron-Bruce says a new pot law would save taxpayers more than it would cost the people directly affected by it.

Personal-use marijuana production licenses are set to be terminated next year -- making it illegal for patients to grow their own pot.

MP Ben Lobb was visited by demonstrators on Thursday protesting the upcoming marijuana law.

He says there are two aspects to consider with the new law: the expense to the taxpayer, and the public safety of the person growing the pot.

Lobb cites mould and home safety as reasons why restricting the personal growth of pot is beneficial to Canadians.

He says -- under the program -- Canadians will still be able to access their medical marijuana, but grown in a controlled environment rather than their own homes.

Health Canada estimates the law could drive up the cost of controlled marijuana, costing patients an additional $166 million over 10 years.

Lobb expects the new law could actually save taxpayer dollars -- up to 120 million dollars a year in next five to six years.

He points to the several organizations who support the law, including the Canadian Association of Chiefs of Police, and Health Canada.

Chungsen Leung Willowdale, ON
Mr. Speaker, families in my riding of Willowdale want safer streets for their children. That is why they are shocked by the Liberal leader's priority to legalize marijuana.
He claims that making pot legal would make it more difficult for children to access drugs, pointing to the regulation of alcohol as an example. Parents in my community see through the Liberal leader's rhetoric.
We know that, according to the Canadian Centre for Substance Abuse, teens are twice as likely to have consumed alcohol in the last year than pot. Regulated rules for alcohol do not prevent teens from getting access to it, just like the Liberal's plan to legalize marijuana will not make it tougher for our kids to access drugs. In fact, it will do just the opposite.
By sending the message that recreational drug use is acceptable, the leader of the Liberal Party is once again showing us that he lacks the judgment to lead. Clearly he is in over his head.

Further, I would point out why a minimum sentence for having one marijuana plant when say manslaughter does not even have a minimum sentence. Aggravated sexual assault, section 273, has no minimum sentence. Abduction of a child under 14 has no minimum sentence. Abandoning a child under 10, so its life is likely to be endangered, section 218, has no minimum sentence.
However, if someone has a marijuana plant we are going to send them away to jail for six months. This is ad-hockery at its worse.

I thank all of our witnesses for their presentations today.
My first question is for Dr. Smith, who mentioned significant differences a number of times.
For example, prenatal exposure to marijuana would have a significant difference with respect to a child's cognitive abilities. There are also significant differences in brain activity among those who consume it and those who do not.
I'd like you to clarify these significant differences. Is it a 2%, 20%, 40% difference? Could you give me more specific figures?

No. You spoke of a significant difference, for example, significant difference in brain activity. What do you mean? You talked about a significant difference. Could you spell it out? Is it a 2% difference, a 20% difference? Could you give us more detail on what you call a significant difference, please?

When we do our brain imaging, typically we are doing group comparisons, or we even do a multiple regression, where we're looking at the correlation. When I say “significant”, I mean at a probability value of 0.05. With our multiple regression results, we're seeing that with more prenatal exposure or with more teenage use, you get significantly more brain activity.

The Conservatives even kept repeating that we sided with pedophiles when they introduced a highly controversial bill and lumped possession of a few marijuana plants together with amendments to the child pornography legislation. It was preposterous. I am a father and I was furious for three weeks.

The Conservatives have a habit of systematically saying that if members of the opposition ask questions about or do not support their bills, then they must be on the side of the criminals or they must hate animals. This is a completely deplorable way of engaging in a debate. Our friends opposite have a habit of acting this way.
