The changes mean Canadians will no longer be able to grow marijuana legally at home and instead will require a prescription from a health practitioner.
"What we have done is we have heard the concerns of constituents about marijuana grow operations in their neighbourhoods and made legislation to basically bring them out of the neighbourhoods and into proper secure drug producing facilities."

This individual is serving a serious sentence in the United States for selling drugs online where anyone can access them. Criminal acts like these put our children at risk, yet the opposition members cannot stop their support for the drug trade.

Thank you, Mr. Chair.
Before I ask a question, Chair, I would like to get something on the record here. Mr. Marston's question was an apparent attempt to characterize the members on this side of the committee as somehow naive about teens and drugs. You heard Mrs. DeGroote say that Halton has some of the worst problems in this respect. Marijuana is the drug of choice for young people. In grades 7 to 12, 34% use marijuana. And it causes depression, it's linked with many cancers including brain cancer, it can cause psychosis, and it leads to diabetes. It's also linked to automobile accidents and industrial accidents, including death. So we're the party who wants to keep marijuana illegal for all of those reasons.
And it's your party and the Liberal Party who want to legalize marijuana, Mr. Marston. So I want to point out who was actually being naive about the risks of drugs.
Dr. Buckley, I think you remember that we met in Oakville at a seminar for young people with connective tissue disorders.

Mr. Speaker, I listened to the member and he thinks that marijuana is not a drug that should be criminalized, that it should be decriminalized. I wonder what he thinks of the RCMP operational intelligence, in that the superintendent from the Surrey detachment said, “What can't be debated is that cannabis is a currency for organized crime”. When I did a tour of my riding when we were talking about the dangers of marijuana, there was a concern in the school districts that the drug dealers would definitely lace marijuana with drugs that would be dangerous to young people. I wonder if the member has thought past the serious drug crimes that this legislation is trying to address. He seems to not realize that we are talking about serious crimes, not about anything less than production, trafficking, possession for the purpose of trafficking, importing, exporting, possession for the purpose of exporting. Would he not think that it is important to protect his constituents from those serious offences?

"Ottawa- Chilliwack-Fraser Canyon MP, Mark Strahl stood in the House of Commons today to speak out against marihuana grow-ops:
"Mr. Speaker, I recently met with a number of families who are concerned by a large marihuana grow operation that has sprung up in their neighbourhood.
"Shockingly, this massive grow op is considered a legal grow under the Medical Marihuana Access Program regulations set up by a previous Liberal government.
"Medical marihuana grow ops have grown out of control in my riding of Chilliwack--Fraser Canyon. Families in Chilliwack are concerned that their children, their safety and their standard of living is all put at risk when a grow op is located in their community.
"Organized crime has infiltrated the Program, and there is no ability for city officials or firefighters to even know where these so called legal grows are located.
"Fortunately, our government is making significant changes to the Program, and we will make it illegal to grow medical marihuana in neighbourhoods by March 2014.
"Unfortunately, the NDP and the Liberals have opposed our efforts to get rid of these grow ops. It's time for them to get on board with our government, keep families safe, and get marihuana grow ops out of our neighbourhoods."

For example, as my colleague just mentioned, this legislation suggests minimum penalties for certain drug crimes that are harsher than those for certain sexually driven crimes involving children. We have to look at both of those and try to see where there is a balance. I would suspect that any crime involving children and sexual activity would have the harshest of penalties applied.

Instead there seems to be a difference in how that would be applied. We do not support the idea of someone growing marijuana plants either, but it certainly should not have a stricter penalty, or at least both of them should be at the appropriate level. If we are truly talking about protecting the vulnerable, we have to do far more than what is written in Bill C-10.

During the Jan. 10 meeting, MP Richards said he has no authority to stop the facility.
Deputy Reeve McKean said the county has sought legal advice on the issue and been told that the county cannot prohibit the facility.
Organizers of the Feb. 4 public meeting will be inviting representatives from Releaf, Mountain View County, Alberta Sustainable Resource Development, the RCMP, Health Canada, MP Blake Richards and others, said Thompson.
Richards says if he is asked to attend the Feb. 4 meeting he will see if that can be arranged.

Mulcair not so high on legalizing marijuana

Liberal Party of Canada leader Justin Trudeau sparked heated debates across the country last week when he came out in favour of legalizing marijuana.
Mulcair isn’t as high as Trudeau on legal pot, but the NDP leader does feel the current laws are overly harsh.
“I don’t think anyone should go to jail for using marijuana,” said Muclair.
“But we also think we shouldn’t put the cart before the horse.”
While stressing the importance of looking at the product available on the current market, Mulcair said social and heath concerns need to be investigated before any laws are altered.
“What we smoked when I was younger is orgeno compared to what’s on the market today,” said Mulcair, when asked if he’s ever smoked marijuana.
“Yes to the decriminalization of marijuana, but before we go beyond that we need to find out all the facts.”

The New Democratic Party is trying to clear the air on leader Tom Mulcair's position on pot after the Young Liberals, hoping to score with younger Canadians on a day celebrated in marijuana culture, questioned his commitment to decriminalization.

Mulcair had created confusion about his party's position on March 18 when he said decriminalization would be "a mistake" because of the health risks associated with marijuana currently on the market.

But NDP spokesman George Soule said Friday that Mulcair was actually talking about legalization and said the NDP leader doesn't believe anyone should go to jail for possessing a small amount of marijuana.

Mr. Speaker, I would like to thank the hon. member for her question. Part of the bill deals with drugs. I am astonished to see the government put forward a bill that would imprison those who abuse drugs or marijuana. In my classes, approximately one out of five students had access to an addiction specialist who could tell them how to reduce their use, what help was available and who could help. This is just one of many examples.

I am appalled that there are no prevention specialists and that the focus is only on healing. And we know healing is not always complete. We have to invest in prevention so that experts can help people in need rather than sending them to prison and forcing Canadian taxpayers to pick up the bill.
