To ensure that we keep marijuana out of the hands of children, and the profits out of the hands of criminals, we will legalize, regulate, and restrict access to marijuana. Will the NDP continue allowing criminals to fund their activities with revenue from marijuana?"

As for Trudeau’s liberal views on legalizing marijuana and his edict that all Liberal candidates be pro-choice, they aren’t stumbling blocks for Casey.

“I don’t know a lot about marijuana, and I don’t think I have even seen it.”

However, with the high number of Canadian kids smoking weed, he said what the country is doing about the drug now isn’t working.

“I’d like to know what the options are.”

The same student asked about the legalization of marijuana and many related questions. Fraser noted that he is completely in agreement of the proposed government policy to legalize marijuana, which is currently in the stage of public input. “If you are looking at it from a social, policing or economic perspective, legalization makes sense. It puts revenue in the government’s coffers and cuts down on the cost of policing.” Although government is not looking at legalizing marijuana for the sake of legalizing it, Fraser said the legalization would be in sound government policy to help keep it out of the hands of minors.

I intend to support the Government’s efforts to legalize, regulate and restrict access to marijuana.  Our Government has been clear that it will introduce legislation in Spring 2017 that ensures we keep marijuana out of the hands of children and profits out of the hands of criminals.  I should note, however, that as a Member of the House of Commons Standing Committee on Justice and Human Rights, one of my responsibilities will be to review this legislation in detail.  I must therefore also keep an open mind, consider testimony presented before the Committee by witnesses, and propose amendments to the legislation as appropriate.

Re: Removing Cannabis from the Drug Schedule.

Dear Bernadette Jordan,

As you know, the 'legalization of Marijuana' was and is a very important issue for Justin Trudeau & the Liberals to get elected. The question remains on exactly how to go about doing this.

I have taken the liberty of drafting my own independent Bill that I hope Members of Parliament and The Senate will accept & adopt. I have titled and Numbered the Bill, and put it in the format of existing legislation. Attached is a PDF (and links) for Bill S-420 'The Cannabis Freedom Act'

An Act to Remove Cannabis from the Drug Schedule.
This legislation clearly outlines 6 things needed to be done.
(a)  remove Cannabis from the Drug Schedule II, VII and VIII.
(b)  expunge criminal records for those convicted under the CDSA
(c)  respect & recognize victims of the failed Drug War by designating a non-statutory holiday on the 20th day of April of each Year 'Cannabis Freedom Day'
(d)  designate the responsibility of any regulations (taxations) to the provinces and first Nations.
(e)  Permit personal growing akin to normal municipal regulations for growing garden plants at home; and
(f)  recognize the value of dispensaries working for patients and consumers to keep communities safe, strong, prosperous and healthy.

I look forward to your reply, comments and support for this proposal.

Yours sincerely,

Sam Vekemans

The member mentions the Le Dain commission.
The reality is that we should not hide away from the debate. Many people can offer sound solutions. I am one who does not believe that if a 17 year old uses a joint in an indiscretion, or on an experimental basis or whatever, that individual should have a criminal record for life. Should that person be smoking marijuana? No. Should we educate individuals to inform them of the harm of marijuana or of any other drug use? Absolutely. To give them a criminal record is simply not going to do it. That has not worked in over 40 years. What makes us think it is going to work now?
The reality is that this type of legislation, along with a drug policy that is effective and educational, where we can see results with timelines, is the way to go. If we think a zero tolerance policy would work, we can just look at what happened in the United States with Reagan. It was a complete, absolute, abject failure.
So yes, we should encourage debate on this, but I remind the House that we have had this type of debate for a long time. On the particular aspects of Bill C-32, we support some of the initiatives to get it into committee so we can improve it. However, I fear that this bill, like most bills before the House of Commons, will die if the House prorogues, and we will probably end up having this conversation very soon in the near future.

Hello,
I support legalization and regulation of marijuana.

As a parent, I think we should focus on education about drug use, and encourage young people to make smart, informed decisions about marijuana.  But at the same time, I don’t think it makes sense to saddle someone with a criminal record because they were caught in possession of a small amount of pot.

Frankly, the current drug laws have failed to prevent the use or sale of marijuana.  The failed prohibition of marijuana has exhausted countless billions of dollars spent on ineffective or incomplete enforcement and has resulted in unnecessary and expensive congestion in our judicial system.  To me, it seems clear that a new approach is needed.

The key point of this issue is simply this.

MP Geoff Regan asks Health Minister to give cannabis a DIN

by David Shea » Thu Mar 31, 2011 6:46 am

http://www.mmadstories.ca/forums/viewtopic.php?f=147&t=55

(last part of the forum post)

Efficacy
One Ingredient has been approved and given a DIN and NOC for quite some time and that is THC. The drug is Marinol. So since THC is in cannabis, that chemical is effective therefore the plant is effective. Another Drug called Sativex has a DIN 02266121. Sativex is actually "hash oil" or more appropriatly cannabis oil. Those compounds are found in cannabis therefore cannabis has at least two effective ingredients in it (thc/cbd). It is like government is saying vitiman C is a drug for scurvy but oranges have not been proven safe or effective for scurvy in any country in the world.

Safety
A federal program called the Canadian Vigiliance program has been monitering the effects of adverse drug reactions by ways of database. I requested a copy of anything relating to cannabis and they sent me this http://www.mmadstories.ca/uploads/11-10 ... -05-20.pdf. Since 1965 only two patients/doctors have reported adverse drug reactions where cannabis is the suspect note: they were taking other drugs at the same time.

Please forward this e-mail as a response to the Health Ministers letter and ask again for a Drug Identification Number for Cannabis. Her response was mediocore at best.

Dear Health Minister my most important issue is that the Provincial health care says that they only approve drugs with a Drug Identification Number as cannabis can not be given a Drug Identification Number or at the very least patients are about 10 years from getting cannabis to have a Drug Identification Number then you are either responsible for making it possible for cannabis to be given a Drug Identification Number or mandating that provincial health cover it for the people who need it for for the medical purpose of the holder despite a drug identification number stating in a letter that it is approved under the MMAR for medical purposes. To say it is not approved under the FDA when it is approved under the MMAR is sidestepping the issue and causing patients much suffering (can not afford their medicine) and you have the power to help.

MacKay unmoved by CAMH's call for marijuana legalization

He argued that other public health groups have warned about the negative impact of marijuana on the developing brains of children and the fact that it can "trigger episodes of psychosis and schizophrenia and other serious mental conditions."
"And so I think there is a need to really be very circumspect about any move towards making marijuana more readily available. So that certainly is our government's position. We do not intend to legalize or decriminalize."
MacKay added that the government continues to consider "methods in which we can increase enforcement," including the ticketing option favoured by chiefs of police.
"This would not decrease but increase enforcement and optionality for police to ensure that people are respecting the law," he stressed.

Peter MacKay Hints Tories May Consider Loosening Marijuana Laws

The Huffington Post Canada  |  Posted:   |  Updated: 01/23/2014 1:38 am EST

...
Justice Minister Peter MacKay, who has been one of the most vocal critics of Liberal Leader Justin Trudeau's support for marijuana legalization, is now hinting Conservatives may be open to softening Canada's pot laws.
In an interview with QMI Agency Tuesday, MacKay suggested that fining smokers for possessing small amounts of marijuana is an idea worth considering.
"That doesn’t mean decriminalizing or legalizing, but it does mean giving police options, for example, to issue fines in addition to any other sanctions, or as a substitute for other sanctions," he said. "These are things that we are willing to look at in the new year, but there's been no decision taken."

Further, I would point out why a minimum sentence for having one marijuana plant when say manslaughter does not even have a minimum sentence. Aggravated sexual assault, section 273, has no minimum sentence. Abduction of a child under 14 has no minimum sentence. Abandoning a child under 10, so its life is likely to be endangered, section 218, has no minimum sentence.
However, if someone has a marijuana plant we are going to send them away to jail for six months. This is ad-hockery at its worse.

We can talk about the dollars that are spent on law enforcement and trying to control marijuana. We can talk about the fact that we have already legalized the medical use of marijuana. It is still extremely hard to access even for medical use. The issue here is simple. The majority of Canadians at some point in their life have broken the law and smoked marijuana or cannabis.
Are we going to continue to have young Canadians and Canadians everywhere hold a criminal record because they were caught with a marijuana cigarette or because they made a mistake in judgment at some time in their life? I do not think so. I think it is up to the Parliament of Canada to deal with this issue in a comprehensive way, and decriminalization is a start.
There are other issues here and those issues should be fleshed out in committee. We should come back here with a package that we can all look at, that we can weigh the pros and cons and make a decision about this substance.
There are other health issues. We have talked about tobacco, and there is a serious health issue with smoking marijuana. There is the definite tar in the substance that will cause the same effect on our lungs as tobacco smoking causes. We know for a fact that it lowers the white blood cell count. Therefore, there are health issues around marijuana.
There is also the fact that with the prohibition on alcohol everyone was drinking. With prohibition Canadians finally came to their senses and said “We cannot control this, so let us legalize it and that will give us some form of control”.
Some kid who is 16 years old who has a criminal record because of being caught with too much marijuana in his or her pocket would not be arrested when crossing the border to the United States. However people might not be 16 when they are arrested. They might be 24. They might have graduated from university and have a job south of the border but find they cannot access the job because of a criminal record.

Locking them up at a very young age, where maybe there could have been intervention, help, or rehabilitation, is not going to make our society any safer. It is not going to make us a better society.

Dear Hon. Mark Eyking,
Do you support the simple removal of cannabis as a schedule II controlled substance from the Controlled Drugs and Substances Act (S.C. 1996, c. 19)?, and let it be treated the same as Lettuce, Tomato, Oregano, Roses, Aloe Vera, Fern or any other common garden herb, flower or house plant?
Do you know the difference between Cannabis Sativa, Cannabis Indica, and Cannabis Ruderalis?
I look forward to receiving your responses as it will be made public, so then others wont need to ask you the same question.
Kind regards,
Sam Vekemans (address)

From marijuana to shipbuilding, we run the gamut here.

Let me begin by discussing the marijuana legislation. For many years the Government of Canada's approach has failed to reduce marijuana use, particularly among young people. Our responsibility is to implement an evidence-based approach.

The evidence is quite clear. Nobody is condoning, supporting, or promoting the use of marijuana, Mr. Blaney. We want a legal framework in laws that are more effective. Some countries that have chosen to focus efforts on health promotion, prevention, mental health services, and addiction services have found that to be more effective in reducing the use of drugs, marijuana being one, than simply a criminal justice approach. We can differ on the approach, but I want to be very clear, Mr. Blaney, that nobody here is advocating or promoting the use of marijuana.

Trudeau a hypocrite for smoking pot, then supporting mandatory minimum sentences for marijuana growers: Tories

..
One of Trudeau’s caucus colleagues also came to his defence.
“People admire Justin’s candour and his common sense,” Liberal MP Scott Brison said in an interview.
“I’ve also had comments from people that find people like Stephen Harper and Peter MacKay hopelessly out of touch with near-toxic levels of sanctimony and more interested in attacking someone’s character than actually listening to reason.”
He said no one has questioned Trudeau’s judgment in toking while an MP.
“No I have not heard that at all from anybody,” he said, dismissing Tory attempts to persuade Canadians that Trudeau is unfit to govern.
“It’s a little rich coming from Stephen Harper, whose judgment put Pamela Wallin and Mike Duffy in the Senate … so, you want to talk about judgment, let’s talk judgment. Bring it on.”
As for himself, Brison said he too has smoked pot in the past and “I did inhale.” But he said, “it’s been a very long time” — indeed, before he became an MP in 1997 — since he last toked up.

Message for Scott Brison, liberal MP for Nova Scotia. Greetings my friend! Maybe today we can help some persons who Health Canada has left behind in their hellish, unjust, policies as they pertain to our medicinal access to cannabis medicine. Health Canada is blocking access in every way they can! This is not the job we hired them to do Mr Brison! We hired them to protect our health, to protect our families health. My question to you today Mr. Bryson is, "Why are you allowing Health Canada to withhold our lifesaving medicine from the hands of families and children, who are dying of horrible diseases, like epilepsy, and cancer?" Given the Liberal policy on medical cannabis, I can't help but wonder Mr. Brison, why there has been so little done by the Liberals to stop this abuse! HC wants us to get our children to smoke the medicine for cripes sake! For they are fighting against medibles and extracts in the Supreme Court of Canada. Please realize that these flawed policies of Health Canada, as they pertain to cannabis medicine, is quite literally killing our family members. In order for me to decide to vote for your party Mr. Bryson, and you as my MP, you are going to have to stop Health Canada's attack on our health. Just think about it, Health Canada is purposefully and knowingly eroding our health! Now Mr Bryson, do you want our votes? Of course you do! Our votes could swing your party to a win in the next federal election, or be the vote that causes the Liberals yet another loss. Your party desperately needs our votes in the 2015 contest. So please Mr Bryson, stop ignoring our needs, right this injustice, and prove to us that you and your party are deserving of our votes. I have tried unsuccessfully to work with you and your party in the past, but was not taken seriously. Well today Mr. Bryson, it is time for you and your party to take us seriously, if you want to win an election! We have become powerful just by virtue of our present numbers! We will be ignored no longer. This killing injustice stops here and now. Today! One of our many cannabis action groups, Cannabis Oil Advice With Chummy And Friends, is beginning work on a media blitz to bring public attention to this injustice to our people. This is a great chance for you to right a wrong and do the right thing for your your voters. Signed: Respectfully: Chummy Anthony, Marijuana Party of Canada, CEO: Of the newly re-forming Marijuana Party Electoral District Association of Kings/Hants N.S. I respectfully await your personal reply Mr. Bryson. tokes2ya:)-~Chummy Anthony..........................................
