Pursuant to Standing Order 45, the House proceeded to the taking of the deferred recorded division on the motion of Mr. Rankin (Victoria), seconded by Ms. Quach (Salaberry—Suroît), — That the House: (a) recognize the contradiction of continuing to give Canadian criminal records for simple possession of marijuana after the government has stated that it should not be a crime; (b) recognize that this situation is unacceptable to Canadians, municipalities and law enforcement agencies; (c) recognize that a growing number of voices, including that of a former Liberal prime minister, are calling for decriminalization to address this gap; and (d) call upon the government to immediately decriminalize the simple possession of marijuana for personal use.
Conformément à l'article 45 du Règlement, la Chambre procède au vote par appel nominal différé sur la motion de M. Rankin (Victoria), appuyé par Mme Quach (Salaberry—Suroît), — Que la Chambre : a) reconnaisse la contradiction de continuer à donner un casier judiciaire aux Canadiens pour la simple possession de marijuana après que le gouvernement a affirmé que la simple possession de marijuana ne devrait pas être un crime; b) reconnaisse que cette situation est inacceptable pour les Canadiens, les municipalités et les autorités policières; c) reconnaisse qu’un nombre croissant de voix, incluant celle d’un ancien premier ministre libéral, demandent la décriminalisation pour combler cette lacune; d) réclame du gouvernement qu’il décriminalise immédiatement la possession simple de marijuana pour une utilisation personnelle.

This ad is in direct response to the outrage expressed by immigrant communities and parents across Canada who have been clear that they do not support Justin Trudeau’s plan to legalize marijuana.  The truth about Justin Trudeau is that he will make marijuana legal in Canada. Justin Trudeau’s plan will make it easier for kids to access drugs and will send a message to young people that taking drugs is not a problem, making the difficult job of parents even harder. Only the Conservative Government is committed to keeping illegal drugs out of the hands of kids and off the streets.”

Mr. Speaker, this morning the Liberal justice critic told CBC Radio that a survey I sent to my constituents is fearmongering, because it reported the outcome of the Liberal plan to legalize marijuana. I noted that the Liberal leader had smoked weed as an MP while voting for tougher penalties against drug dealers; that the Liberal leader had promoted his plan to school kids in a school; that the Liberal policy is to legalize pot; and that the Liberals plan to sell marijuana in stores.
The Liberals do not want Canadians to know what will happen if pot if legalized, yet I take their leader at face value when he said, “My vision of what the legalization of marijuana would look like is loosely based on how we control alcohol”.
There are only two examples of how government regulates the sale of controlled substances: alcohol and tobacco. What other models are there? Alcohol is sold in stores all over Canada. Under the Liberal plan, pot too will be available in local stores, and if it is not, why legalize it?

New Brunswick Southwest MP John Williamson has sent a flyer to constituents asking for their reaction to Liberal Leader Justin Trudeau's so-called "pot plan."
The survey, titled "Liberals plan to sell marijuana in N.B. stores," asks constituents to select whether they believe "Drugs are illegal and should stay that way," or "Marijuana should be stocked on local store shelves."
Williamson said the options are intended to be clear-cut.
"Questions that are namby-pamby or try to split the difference don't really receive good responses," he said. "When there's a clear choice, in this case legalizing pot or not, they tend to provide higher responses on both sides.
"Since this hit mailboxes in my riding, the first response … tends to be on the negative side, then over the next couple weeks we get responses in the mail which affirm the government's position, my position on these questionnaires.
Williamson provides his stance in the mail-out, stating, "Marijuana should not be legalized."

The flyer isn’t completely one-sided, though. It allows for voters to check off how they feel about marijuana and send it back to Williamson’s office, although a cynic might consider the two possible answers somewhat narrow: “Drugs are illegal and should stay that way” and “Marijuana should be stocked on local store shelves.”
Presumably there is no way to only stock marijuana on the shelves of non-local stores.
The Conservative Party is against legalization and has even tightened some of the laws surrounding marijuana. The NDP favours decriminalization and the Liberals recently endorsed full legalization.

Each one of you here today has used the words “awareness”, “best practices”, “data collection”, “science”, and “reasoning”. I will bring up a term that is widely used: “medical marijuana”. I don't believe there is any awareness of it. I don't believe there are any best practices for it. I don't believe there's been any data collection whatsoever. There's been very little science done on it. There's very little reasoning as to why we're doing it, especially when we have synthetic models of Marinol, nabiximol, and dronabinol, which provide opportunities for those who are affected by some significant diseases and can
Seeing that a doctor can prescribe medical marijuana without it going through a pharmacy, I'm curious to hear your perspective, given the addiction issues you've seen, on two things. One, do you believe that marijuana can be an addictive drug; and two, from the perspective of medical marijuana, what needs to be done to ensure that that it is safely prescribed to those who fall under the prescription of a medical doctor?
I'll start with whoever wants to start. You have about one minute each.

Of course marijuana is an addictive drug. No one can debate that. We need clinical practice guidelines on physicians using it safely. The best I know of are by Dr. Mel Kahan from Toronto, who is planning to release a paper in Canadian Family Physician to guide physicians on how best to prescribe it safely given that it will be a matter of a clinical judgment now. Generally, physicians are quite unprepared to face this as an issue.

I think it's difficult for family physicians to have so many different treatment modalities in their medical bag with the limited time they have. I know that we have some patients, especially who have MS, where it has been the miracle drug for them. They're no longer in wheelchairs and they can really get out and function, and that's wonderful.
It's tough. I'm not a doctor. The doctor's have to make that clinical decision, and we give them full authority to do that, because that's what they're good at.

I'm with Dr. Bromley. There are a variety of things that are addictive, and marijuana is probably one of them. Addiction is an interaction between a substance and a person. Some people are addicted to a variety of things, and that's a very complex story.
As far as clinical use goes, I'm entirely in agreement that we know precious little about it. We don't prescribe marijuana. We give them permission to use it with a “get out of jail free” card that we sign. This keeps them from getting busted unless they fail to adhere to certain rules about how much they can have and what they can have with it. My clinical choice is to use the commercially available preparations first.
The other challenge is that smoking itself is bad for you. I don't care what you're smoking—oregano, marijuana, or tobacco—smoking is bad for you. We also know precious little about the different strains. I have a patient who comes in with a book on different genetic strains of marijuana. He knows more about marijuana and genetics than I do about people. So it is a very difficult medical situation.

You mentioned Tyrone Benskin in a status update a few days ago but due to your privacy settings his official page could not respond to you, I'm very sorry about that. As one of the administrator's of that page I wanted to take the time to let you know that Tyrone does indeed support the NDP's policies relating to marijuana and cannabis. He has never spoken on the issue in the House given the tight speaking schedule that he and the other MPs have, but that's not due to a lack of interest or understanding of the issue. Do you support the simple removal of Cannabis/Marijuana from the criminal code of Canada, and let it be treated the same as Lettuce, Tomato, Oregano, Roses, Aloe Vera, Fern or any other common garden herb, flower or house plant?
