New federal legislation governing the production of medical marijuana probably won't have an impact on underground pot growers, admits Okanagan-Coquihalla MP Dan Albas. Albas addressed Regional District of Okanagan-Similkameen directors Thursday on a variety of federal issues Ð but the new marijuana laws easily gained the most attention. Oliver Mayor Ron Hovanes suggested the price of legalized medical pot might be so high that many people may opt for other sources. Hovanes pointed to a report of a doctor who recently suggested marijuana might help a woman patient suffering from multiple sclerosis. "But he just looked at her and said: ÔThis prescription is going to be really expensive if you go about it through proper channels. You will probably find it much cheaper on the street.'" Hovanes fears the underground economy will still thrive as a result. Albas agreed that the new legislation will likely have no effect on the underground marijuana economy, but suggested the legal price could eventually drop in an open marketplace. "This program is designed to help a very small number of people across the country that will have their legal access (to medical pot) taken care of," he said. However, with no patents on marijuana plants, there is no limit on the number of producers who can apply for a medical marijuana licence, the MP added. "There will be a lot more competition because the price of entry is a lot lower (than patent drugs)," he said. RDOS directors have previously complained about odours and other problems emanating from existing medical marijuana facilities in Summerland and Okanagan Falls. However, Albas noted all unlicensed grow-ops will be illegal once the new legislation comes into effect on April 1. "Unless they are covered as a new licensed producer, they are illegal and at their own peril," he said. Earlier this month, the RDOS board voted to ask the provincial Agricultural Land Commission to remove the growing of medical marijuana as an allowable use on Agricultural Land Reserve (ALR) land. Allan Patton, RDOS director for Area C (Oliver rural), said Thursday the concern is that local governments will not have any say on whether grow-ops are located on properties within the ALR. Albas said since B.C. is the only province with a land reserve, it is a "made in B.C. issue" outside of federal jurisdiction. However, he added local governments still have an opportunity for input in medical marijuana growing applications.

Dear Dan Albas,
Do you support the simple removal of Cannabis/Marijuana from the criminal code of Canada, and let it be treated the same as Lettuce, Tomato, Oregano, Roses, Aloe Vera, Fern or any other common garden herb, flower or house plant?
Do you know the difference between Cannabis Sativa, Cannabis Indica, and Cannabis Ruderalis?
I look forward to receiving your responses as it will be made public, so then others wont need to ask you the same question.
