Many Members of Parliament have already done this, so it can be a matter as simple as checking out other MPs websites and Social media presence. This list is the combined efforts of MPs who have already done this.
YouTube
Every MP should have video of their talks in Parliament, as well as special messages to constituents, and any time a public speaking event is done, it should be recorded and uploaded to YouTube.
YouTube gives the option to merge the Google+ account, so then your videos will show up each time you upload to your channel, as well as be available when visitors check your Google+ account.

YouTube also gives you the option to integrate your Twitter account, as well as your Facebook page, editing the profile is easy.
Commenting. Please allow for viewers to comment on your videos, and take time to respond back to comments when questions are asked. The viewers of the videos will appreciate this feedback.
Google+ Account
Google is constantly changing, so it's important to keep up with these changes.
Profile Picture. Google+ gives the option to include a Circle profile picture. (using an existing photo).

YouTube
Over on YouTube, since it's part of Google, the YouTube profile picture is the same as what is on your Google+ profile, if the account is linked.Creating a post is the same as done on Facebook, and links are useful.
