Jan 22, 2012 - Stephane Dion at the Liberal Convention

Transcribing from  0:46

Interviewer:   .. The second most popular resolution on the convention website was the legalization of marijuana, are Canadians ready, you think, to have an adult conversation about that issue?

"When we were the government, we had a bill from Martin Cauchon, Minister of Justice at the time.  I think it was a sound first step to deal with an issue where the war against marijuana did not work, so we need to look at something else and I'm pleased that the youth of our party is investigating ways to make sure that we have that right.  I think it's a dangerous substance, we should not encourage people to use it, but at the same time, we need to be sure that if a [marijuana] law is broken when need to fix it."
Interviewer:  Is it more dangerous than alcohol?'
"Well, alcohol is dangerous too.."

Interviewer:  But where not talking about making alcohol illegal though,
"No, It's not because we have a substance that is dangerous that we are not banning, but we should welcome all the dangerous substance of the world."
...

Interviewer: It's a tough communications war to win too if you do take this step and have a policy resolution and pass it, it's a tough communications war in all honesty wouldn't you agree?
"Yes it is, many things are difficult including a carbon tax.(laughing)"

Dear Hon. Stéphane Dion,
Do you support the simple removal of cannabis as a schedule II controlled substance from the Controlled Drugs and Substances Act (S.C. 1996, c. 19)?, and let it be treated the same as Lettuce, Tomato, Oregano, Roses, Aloe Vera, Fern or any other common garden herb, flower or house plant?
Do you know the difference between Cannabis Sativa, Cannabis Indica, and Cannabis Ruderalis?

Dean Del Mastro Brittany, marijuana use has significant consequences on people and those trafficing in marijuana are virtually always caught with other illicit substances on them as well. How many promising futures need to be wiped out? I dont want young people doing drugs, I want them to follow a better path and that means that the gangs pedling drugs to them must be stopped. I will focus on drug dealers not the victims, I want to help the victims and show them a brighter future.

Thank you.
Minister, in your opening comments this morning you mentioned the whole problem of marijuana grow ops. Again I can tell you that unfortunately many of these grow ops actually exist today in family neighbourhoods throughout Mississauga. They're bringing crime right to where people live.
The Peel police have told me that there are dozens of grow ops in operation across the city of Mississauga. They're dangerous and expensive for the police to shut down. This is a real problem in neighbourhoods where people have children and families who are put at risk by this criminal element operating in their neighbourhoods. I wonder if you could tell the committee about how the proposed amendments will address this issue.

Anne-Marie Day Charlesbourg—Haute-Saint-Charles, QC
Mr. Speaker, the member spoke primarily about the part of the bill that deals with drugs. He spoke at length about marijuana and the fight against drug lords. There are many drug lords in Canada. First of all, these drug lords come from other countries. Also, this omnibus crime bill, which has absolutely nothing to do with drugs, is all over the board. The Conservatives want to criminalize anyone who has at least six marijuana plants for the purpose of sale. Those are minor offenders, not drug lords. Drug lords traffic in cocaine and drugs that are a lot harder than marijuana. The members opposite should not get carried away.
