Le Canada semble toutefois s'écarter de cette avenue, Ottawa ayant annoncé la fin du Programme d'accès à la marijuana dès le 31 mars. Les Canadiens consommant du cannabis à des fins thérapeutiques devront dorénavant s'approvisionner auprès de producteurs commerciaux autorisés par la Gendarmerie royale du Canada.
Une décision déplorable selon M. St-Maurice, qui se dit «très dérangé» par le cadre dans laquelle elle a été prise.
«Les gens (qui consomment à des fins médicales) ont investi des sommes importantes pour leurs installations et sont soudainement obligés d'acheter auprès d'une compagnie. Ce n'est pas une approche responsable», a-t-il indiqué.
La majorité des consommateurs de marijuana l'utilisent à des fins récréatives, une raison de plus pour la légaliser, a poursuivi M. St-Maurice, puisque la criminalisation de la substance pour encadrer ce comportement n'a «jamais fonctionné».
«On devrait être réaliste, admettre que c'est une activité qui se produit. Il y a quinze, vingt ans, on voulait nier l'homosexualité mais on a fini par se réveiller et on aurait pensé que le mariage du même sexe était une folie mais aujourd'hui on n'y pense même plus.»

MP Foote says legalized marijuana needs more study

Although the national Liberal Party passed a policy resolution at its recent convention in Ottawa stating the party would legalize marijuana, regulate production and undo the criminal records of people charged with possession under some circumstances, MP Judy Foote remains unconvinced. MP Judy Foote beamed as she greeted supporters in Grand Bank shortly after she had been once again been declared winner for Random-Burin-St. George's. She said it’s an issue that needs further study before she would support it as a part of an election platform.
Ms. Foote, Member of Parliament for Random-Burin-St. George’s, said significant debate took place before the resolution, which was put forward by the Young Liberals.
She said only one-third of the delegates were Young Liberals, and since the issue got a clear majority of 77 per cent in favour, clearly there were others besides the young people who supported the motion.
She understands the use of marijuana for medicinal purposes and has heard stories of cancer patients who have found the only relief they can get from smoking marijuana.
“We had medical doctors at the convention saying it should be legalized, young people saying it should be legalized, but on the other side you had people saying they were concerned that if it were legalized, there would be more consumption of it,” Ms. Foote said.
She said there were others on the pro side saying if it were legalized the usage of it would actually go down.
“So there is a lot of debate out there about whether this is a path you want to go down, but I’d much rather have an open discussion and see where it takes us,” Ms. Foote said.
She said there are those who point to alcohol and smoking being legal, with rules and regulations that govern it, but right now there are no rules or regulations governing the use of marijuana.
“If it (marijuana) were legalized, there would be rules governing it, so you wouldn’t have those who were selling it under the table, probably those who are associated with gangs, providing marijuana to people who are underage,” Ms. Foote said.
She recognized part of the argument is that if you legalize marijuana, then you put into place rules and regulations that govern its usage with respect to age and the availability of it.
“If you legalize marijuana, you would be sure the product you are selling is a good product. Sometimes now you don’t know what you’re getting when you’re dealing with people who are selling it on the black market,” Ms. Foote said.
There are all kinds of arguments for and against legalizing marijuana and she said she has been listening to all sides of the issue.
“But I still want to know more about it. I want more research done before the (Liberal) party takes this as part of its platform,” she said.

Mr. Speaker, I am pleased that alternatives are not being ruled out. There is a case to be made that there is abuse of the substance and that there are very negative health effects to smoking marijuana, particularly over a long period of time. There is also the fact that the medical use of marijuana may be sending mixed signals to other members of our society, in particular our younger and more impressionable citizens.
The member did highlight a wide range of numbers, between $5 million to $24 million to produce this product. Perhaps the members from B.C. are more able to answer this, but it seems that growing marijuana can be done at a much cheaper way in a much safer location.
I wonder if the member could comment on any price reduction.

We will be appealing that decision because, quite frankly, we believe in marketing freedom for Canadian farmers, unlike the NDP, which wants to legalize marijuana and the sale of it but criminalize the sale of western barley.

Do you support the simple removal of cannabis as a schedule II controlled substance from the Controlled Drugs and Substances Act (S.C. 1996, c. 19)?, and let it be treated the same as Lettuce, Tomato, Oregano, Roses, Aloe Vera, Fern or any other common garden herb, flower or house plant?
Do you know the difference between Cannabis Sativa, Cannabis Indica, and Cannabis Ruderalis?

Mr. Speaker, the Liberal leader offers very few solutions when it comes to getting tough on crime. He panders to the drug users rather than joining our government in getting tough on traffickers and producers of drugs. On Monday, he said he would reintroduce a bill to decriminalize marijuana. This just shows that he values scoring political points over getting tough on the serious crimes that threaten the safety of our communities.

Would the Minister of Justice tell us what he thinks of the Liberal leader's recent announcement?
